1. Preheat your oven to 425°F (220°C) and line a baking sheet with parchment paper.
2. In a large mixing bowl, whisk together the flour, baking powder, garlic powder, paprika, and salt until well combined.
3. Add the cold, cubed butter into the flour mixture. Using a pastry cutter or your fingers, mix until the mixture resembles coarse crumbs.
4. Stir in the shredded cheddar cheese and chopped parsley until evenly distributed.
5. Gradually pour in the buttermilk while stirring gently until just combined (do not overmix).
6. Turn the dough out onto a floured surface and gently knead it a few times until it holds together. Pat the dough into a square about 1 inch thick.
